Yes, we are talking about same thing, but .5 is not enough.  try .001.
For both Modeler and Layout.  That works (I have not tried which is
Layout's exact limit before quantizing starts happening).
Technically it should work.  It is as if you were actually creating a
2 * 10^3 scene.  No floating point problems, there.  If that didn't
work, then no other LW scene should work at all either.
